Musanze/ Rwanda, 26 February 2025
The Commandants of the Command and Staff Colleges from Rwanda, Libya, and Tanzania gathered at the Rwanda Defence Force Command and Staff College (RDFCSC) in Nyakinama, Musanze District, for the African Conference of Commandants the 19th TROIKA Meeting. The purpose of the meeting was to prepare for the 19th African Conference of Commandants (ACoC), which is scheduled for November 2025. The conference will focus on discussing ways to enhance military professionalism in Africa through education, training, and the development of officers.
The meeting was officially opened by Brig Gen Andrew Nyamvumba, the Commandant of the Rwanda Defence Force Command and Staff College and the current Chairperson of the ACoC. It was attended by Maj Gen Stephen Mnkande, the Commandant of the Command and Staff College of Tanzania, and Air Commodore Maghidr Nouri Ahmed, the Commandant of the Libyan Command and Staff College, along with their respective delegations.
In his remarks, Brig Gen Nyamvumba emphasized the significance of cooperation in military training and education. He described this collaboration as a vital means of tackling security challenges both on the African continent and beyond.
“As we gather for the 19th TROIKA Meeting, I want to stress the importance of cooperation in military training and education among African colleges. This collaboration is essential for strengthening our collective ability to address the complex security issues facing our continent. The professionalism of African defense forces is crucial, and our efforts should focus on developing ready commanders and staff who are responsible for ensuring security and stability across our continent and, by extension, globally,” said Brig Gen Nyamvumba.
